Many users of IO::Socket::INET (correctly) use "Proto => 'tcp'".

This requires /etc/protocols, which (surprisingly) isn't part of any
essential package.  Please add a dependency on netbase to ensure this
file is installed.

(sounds silly, but it is sufficient to kill many of my LWP-using
 libembperl-perl autobuilds in the minimal buildd chroot environment)


This will most likely entail moving IO::Socket::INET into perl-modules
or something equally disruptive :)

aj suggested (on irc) hardcoding a fallback-list into
IO::Socket::INET, but fell silent when I pointed out that it would
have to contain *all* entries currently in /etc/protocols, and thus
perl-base may as well just include /etc/protocols itself and netbase
could Replace it later.

or we could just move /etc/protocols (and /etc/services?) to
base-files..
