after a fresh install using aptitude install devscripts, i tried to use dch:
dch: you must have the liburi-perl package installed
to use this script
BEGIN failed--compilation aborted at /usr/bin/dch line 53.
Could you promote liburi-perl package to Depends or at least Recommends ?

Now that we've upgrade the Suggests to Recommends, I consider this bug
fixed. The Recommends will be installed by default but can still be
removed by the user if they don't want them.
