When configuring tacacs.conf for the tac-plus daemon, certain keywords mentioned
in the upstream source providers userguides aren't honoured e.g.
default authentication = file /etc/passwd
Currently we have to insert usernames/passwords into the main config file to pro
vide user authentication.
