It's seems at if example webmin ( Not Debian package) start later than wdm
(from init.d) at my system wdm's keyboard functionality hangs. You are unable

Since Debian doesn't have webmin anymore and your webmin isn't even from Debian,
this is irrelevant. The bug doesn't exist when used with tested Debian software...
