When doing a force-reload the init.d script of Serpento claims to do
something, but it does not reload the databases.

Test: 
1. Add some additional dict files to a directory in /etc/dictd.order.
2. do "/usr/sbin/dictdconfig -w" as root
3. do "/etc/init.d/serpento force-reload" as root

When now reconnecting with a client to teh dict server, the new dicts
are not available.

If step 3 is changed to "/etc/init.d/serpento stop; /etc/init.d/serpento
start", the new dicts are available.

The serpento package has been removed from Debian testing, unstable and
experimental, so I am now closing the bugs that were still opened
against it.

this package was removed, and suggestions of possible replacements.
