The postinst script returns failure if /etc/inetd.conf
has all services commented out.

That's because the postinst script attempts to start
inetd and expects a successful start, but running
        /etc/init.d/openbsd-inetd start
with an empty inetd.conf generates the error message
        * Not starting internet superserver: no services enabled.

The installation of package openbsd-inetd thus fails, along
with all packages depending on it (netbase most prominently).
