nttcp depends on netbase, but netbase no longer depends on
inet-superserver in lenny/sid. So, nttcp doesn't work if
inet-superserver is not installed.
I don't know why `openbsd-inetd | inet-superserver' is in
`Suggests', not in `Depends'. Is it really your intention? If
not, please move `openbsd-inetd | inet-superserver' from `Suggests'
to `Depends'.
