A shell script 'rbl' is missing from the Debian packaging. It uses
system wide /etc/rblcheckrc and ~/.rblcheckrc to pass default options
to rblcheck(1).

Standard install in the original package sources install 'rbl'.

It's a trivial script with a generic name, it's not being installed by
choice.
