Restart and shutdown buttons do not work unless sudo
and a sudoers entry something like
%SomeGroupName ALL=(root) NOPASSWD:
/path/to/xfsm-shutdown-helper
is there.
I installed a bare-bones system (no tasksel) then
installed xfce4. I don't remember if xfce4-session
came along with that meta-package.

yes, i've just tested the latest d-i, and the xfce shutdown option now
works without any extra configuration. thanks for the hard work.
