Hi,

the package doesn't build under an UTF8 locale (such as de_DE.UTF8) because
the binary-arch target does use the built perl.static and that doesn't get
options to find the built utf8.pm in the build tree.  Bang.

I don't know if it is really necessary to use the built perl for this.  One
would guess that running the tests is enough proof that it works.  The code
executed isn't complex, sed could do the job, or you could even hard code
the package list.  In general I am a bit muffled because you might think
that doing such things is clever, but in the end you just run into bugs as
this one.

As discussed in #164717, the implicit utf8 usage was recognized as a
mistake and got fixed in 5.8.0-16. See for instance

I just verified that the current package (5.10.0-8) builds under
fi_FI.UTF-8, so I'm closing this.
