On that question, do you know have a rough idea of the part of turkish
Debian users who use ftp.tr.d.o as their mirror ?

Because if ftp.tr.d.o is not giving the right performances no neither
leaf mirrors nor the users, it might be worth studying the case of
ftp.tr.d.o.
