Hi,
the license of tolua isn't DFSG-compliant, which caused the REJECT of
boswars (which includes a modified copy of tolua++, under the same terms
as tolua) — I didn't look into that license too much at that time, since
the very same terms were used for a package in main.
Fortunately, both tolua & tolua++ authors agreed to relicense their code
into the same license as lua (MIT/X), which I documented in boswars's
debian/copyright, that you now can find in unstable.
I guess one might want to raise the severity of this bug, but leaving it
at important for now, since upstream's already moved to a DFSG-compliant
license.

I finally got an answer from Joerg on IRC; he said I should do whatever
I think is right or best regarding this bug. Given the reasoning I said
in my previous mails to the bug report, I think the tolua 5.1b license
is DFSG-free as shipped, and therefore with this response from Joerg I
am closing the bug. Again, thanks for raising the issue in the first place.
