Hi Ben,
Since your problem appears to be a fluxbox configuration issue, I'm
going to close this bug. I can confirm that Azureus behaves as
expected under both GNOME and KDE.
In KDE without any special configuration, clicking minimize sends it
to the task bar, and clicking close sends it to the system tray and
behaves correctly.
