Package: gnome-orca
Severity: important
Version: 2.22.1-2
The changelog.Debian.gz included with this package is missing four uploads
that entered Debian:
* 2.18.1-4
* 2.18.1-5
* 2.20.3-1
* 2.22.1-1.1
If this sort of revisionism is not violating Policy, then it is certainly
contrary to the spirit of the Debian Social Contract ("We will not hide
problems").

As Joss' answer seems reasonably to me, and as I'm sure there's a lot of
packages in pkg-gnome and in the Debian with this, I'm closing the report. Feel
free to reopen it if you disagree.
