/usr/share/exim4/exim4_refresh_gnutls-params
This file is left with the following owner/permissions:

This avoid some messages to be sent and gives the following message in exim4
mainlog:
2008-05-18 14:49:02 TLS error on connection from localhost (tangerine)
[127.0.0.1] (failed to open /var/spool/exim4/gnutls-params for reading:
Permission denied (euid=100 egid=102))
Initial install of exim4 gives the follwing permissions:

/etc/cron.monthly/exim4-base was introduced in 4.69-3 and removed in
4.69-4, one day later.
Please remove the file manually.
