I think it is a package maintainer's bug.

This package prevents me to install GNOME on a new SID installation.

system-tools-backends has a conflict with liboobs-1-3, but
gnome-system-tools 2.20.0-6 has a depend with liboobs-1-3.

$ dpkg -I gnome-system-tools_2.20.0-6_i386.deb|grep Depends
 Depends: [...] , liboobs-1-3 (>= 2.19.91), [...]
$ dpkg -I system-tools-backends_2.6.0-1_i386.deb|grep Conflicts
 Conflicts: gnome-system-tools (<< 2.18), liboobs-1-3
$

Two needed packages depend and conflict with the same package.

liboobs is in transition, and the solution is in NEW queue[1].  After it
gets out, gnome-system-tools will be binNMUed or upgraded and then
everything will be fine.

You may want to install testing first and then upgrade to sid.
