--perturb-upper and --perturb-lower make the implicit assumption that
images are about 100x100 pixels.    For much larger and much smaller
images, you are likely to want angular perturbations that are rather
different from the shifts.

For large images, you probably want the angular perturbation to be
no more than a few degrees, but you might want to allow
shifts by hundreds of pixels.

--rot-upper may solve this problem, partially,
but not very elegantly.    You may also
want a --rot-lower flag, because (for large images)
the minimum rotation should probably be smaller
than 0.125 degrees.     Again, it's the same problem:
for large or small images, the angular and linear scales
won't match.

Upstream was contacted about this old bug, and he says this should be
resolved now.  Rotations are now selected according to arclength rather
than by angle.
