There are two possible ways to compile russian documents:
1) From 0.2.9 on: Use the TeTeX backend:
dblatex --backend=tetex DOCBOOK_FILE
2) Independent of dblatex release: Set option latex.unicode.use:
dblatex -P latex.unicode.use=1 DOCBOOK_FILE
