When building debhelper 7.0.10 in a pbuilder chroot with minimal debootstrap
+ build-essential, debhelper build produces lots of error messages relating
to the lack of the "file" command.

It seems that dh_strip and dh_shlibdeps are trying to use it.

I'm not sure that this matters (is there anything to strip in there anyway?
are there any shlibdeps?) - but if not it would be nice to avoid generating
all the error messages, or at least to indicate that they are harmless.

debhelper depends on file (>= 3.23-1)
