I did "aptitude remove tor" but examinig the machine with nmap later
still showed tor running.

Tor was listed in state "deinstall ok installed" in dpkg status and
aptitude showed it in state Bd (that is broken, selected for deinstall)
as its dependencies are already removed.

I suspect this is because the tor script fails to stop tor reliably.

I retried and watched the output. This time tor was uninstalled properly
with a long delay while the service was stopping.

I think that failure to stop a service on uninstall is a problem if the
service is removed for security or policy reasons.

The init only stops Tor if it's still the same file on the filesystem,
and is run by the expected user etc.  So far nobody could show me a case
where the init script failed to stop Tor without the user previously
screwing things up.

If you have a means to reproduce your problem please reopen the bug.
