The menu package claims that packages should install their
menu files into /usr/lib/menu.  I think this violates the FHS.
This document states

    4.4 /usr/lib : Libraries for programming and packages

    /usr/lib includes object files, libraries, and internal binaries
    that are not intended to be executed directly by users or shell
    scripts.

    [...]

    Miscellaneous architecture-independent application-specific static
    files and subdirectories should be placed in /usr/share.

This does not fit the menu files.
But section 4.7 of the FHS states

    The /usr/share hierarchy is for all read-only architecture
    independent data files.

So I think the right place would be /usr/share/menu.
