The current maintainer of dbix-cgi-perl has no time anymore to maintain
this package, but someone else, Stefan Hornburg, expressed interest in
taking it over.

If this package isn't picked up in reasonable time, it should probably
be removed, as it has no update in 4 years, and apprantly most of its
functionality has been taken over anyway.
