Octave2.9 needs the mkoctfile binary which is located in
octave2.9-headers to build packages taken from octave-forge or some
other place using the pkg command inside octave.
Possible solution would be to merge the two packages octave2.9 and
octave2.9-headers.

I'm closing these bugs, following the rationale already given in the bug
reports: Moving pkg.m into octave3.0-headers is not possible, moving
merging octave3.0 and octave3.0-headers results in a large increase of
installed packages which users may never need.
