there exists a menu-2 format since eight years.  It would be great if
the menu template would be created in this new format.

I'll close the bug. I would say putting this change into dh-make would
make things worse. Imagine, some menu systems the first time the menu-2
code is exercised is by a brand new package, most likely by a brand-new
developer.
