When a tank has no ground under it and landslide = none is choosen it does
not drop to the ground, instead it stays suspended above ground
indefinitely.
To reproduce, set landslide=none in the options and hit a tank with the
ground removing bomb. The tank that was hit will not fall.

The situation you describe has the indended result.
When landslide type is "none" that indicates that,
in effect, fallings things are turned off. The tanks
are not supposed to fall.
