Hi, I set a new splashy theme with splashy_config -s debian-moreblue and this 
theme is correct displayed during shutdown but when I reboot it displays the 
penguin theme.  Not sure why.  The only odd thing about my laptop is that I'm 
running grub2 (though I'm not sure how that would impact this).

This is a non-bug.  As Luis said running update-initramfs -u solved this 
problem.  Sorry.
