svn import supports the --file switch, but based on the documentation
in Chapter 9 I can't figure out what it does.

The general description of switchs says
--file (-F) FILENAME

    Uses the contents of the file passed as an argument to this switch
for the specified subcommand. 

This doesn't say how it's used.  And the page for import simply lists
the switch.

I'm hoping that if a file is supplied it is used as the message.
Otherwise, I see no direct way to reuse messages that are saved (e.g.,
after a failed import).

So I might have a second, wishlisty thing floating around here, that it
would be nice if failed log messages were reused more automatically.
But the main point of this bug is to clarify the documentation.

Though I've been focusing on import, other commands may have similar
issues with --file.
