The following line was found in my .xchat/xchat.conf:
gui_win_height = 65528
It causes the following message to stderr after selecting a server to
which to connect:
|The program 'xchat' received an X Window System error.
|This probably reflects a bug in the program.
|The error was 'BadAlloc (insufficient resources for operation)'.

And the processes either exits uncleanly or crashes leaving some kind of
non-updating window remnant.
Presumably I did not add this line myself, but rather it was written by
xchat, perhaps a buggy version thereof, or by some scenario involving
upgrades to specific versions and execution of some subset of those
versions (perhaps involving xorg?), and updates to the config file
perscribed by the code of those versions.
If in any way possible, current xchat should be patched to detect
whatever invalid stuff might be manually or "automatically" written to
its config file, and not crash, and this patched version propogated to
testing.
If useful, I can provide a dpkg.log or other diagnostics. Remember
though, that incremental upgrades should be supported if at all
possible.
