Concerning the portability, I don't think it's relevant to debian users as both programs are available in all released and unofficial ports that I know of. I don't think it's accurate either, as python itself is written in C just like gmp-ecm and I'd like to know a specific plateform where python and pyecm are available and gmp-ecm is not.
