I guess the HURD_CONF variable should be set towards the beginning of
the rules file rather than in a rule.

This bug was fixed in 0.14.0-1, but the bug was not closed properly.
Here is the changelog entry from that version:

gnustep-gui (0.14.0-1) experimental; urgency=low

  * New upstream release.
    * debian/rules: NOTES file is no longer shipped.
  * debian/control: Add dependencies on ${gnustep:Depends}.
  * debian/rules: Put HURD_CONF definition in the right spot. (Closes: #456257)
