During the last update linux-source-2.6.25 version 2.6.25-7 got
installed, however apt-listchanges only did display the changelog for
linux-2.6 up to 2.6.25-6.

I'm not sure why it did so, the changelog does not look special, my
guess is that it took the changelog from one of the other packages
built from linux-2.6 that were only at 2.6.25-6:

If that is indeed the problem, apt-listchanges should instead pick
(one of) the binary package(s) having the largest version number to
acquire the changelog from.

  You probably installed linux-image-2.6.25-.... right ? That's why it
didn't show the changelogs to you, you already saw them for another
binary package.
