Doesn't work for me. Only /usr/share/misc/magic is read by a "file" call.

In /usr/share/misc/magic the detection of
"Minix filesystem"
"channel Fasttracker "oktalyzer" module sound"
"Sun disk label"
should be moved to the end, because it conflicts with various binary data.
E.g. jpeg, gif, gzip...
No there is _NO_ Minix filesystem within a gzip package. ;-)

At last, here is a little contribution for /usr/share/misc/magic:

What this bug suggests has partly been implemented with the various magic weighting schemes currently operated by file; if there are still specific complaints to address, they should be re-cast in terms of up-to-date file (4.25 or later).
