The debug option to the PAM module pam_env doesn't seem to have any
effect.
Adding the debug option doesn't seem to write any additional information
to the system logs, even when /etc/environment contains bad syntax (old
"export VARNAME" statements) that prevent setting of environment
variables.
I tried logging in with no debug option set and then with it set, and
didn't notice any difference in the form of the system log entries.

I believe that the current generation of pam_env provides adequate log
output that can be used for debugging, with or without the use of the
'debug' option, and therefore this bug can reasonably be considered
resolved.
Feel free to reopen the report if you disagree.
