Package: postfix-policyd
Severity: wishlist
The package insist on installing mysql-server, which I do not run on the same
host that policyd will run on. Can it
perhaps be moved to a Suggests instead?

It's not a package which insist on installing mysql-server, but
aptitute (most probably).
Cite from Debian Policy Manual:
"""
Recommends
This declares a strong, but not absolute, dependency.
The Recommends field should list packages that would be found
together with this one in all but unusual installations.
"""
Feel free to reopen bug if you can demonstrate, that you cannot
install postfix-policyd using plain apt-get.
