'sane-find-scanner' but
not by 'scanimage -L lists' (tested with root) or 'xsane'.

Note that the man page (sane-epkowa(5)) says that 'The  configuration
file /etc/sane.d/epkowa.conf specifies the device(s)[...]' and epkowa.conf does
not exist on the system. Perhaps it's the problem?
