Version: 0.11-3
Currently the following folder and files of the upstream version are not
included in the binary package:
cgi-bin
cgi-bin/trac.cgi
cgi-bin/trac.fcgi
This makes it impossible to run trac as cgi without further modifications.

I suggest to include the cgi-bin folder as /usr/share/trac/cgi-bin.
At least that's how the stable trac (0.10.3-1etch3) includes the files.

cgi-bin environment has changed in trac 0.11.
The docs you have shown are outdated for 0.11 .
Please check README.Debian and check 0.11 docs [0].
You have to use trac-admin /path/to/repo deploy .
