Hi,
Creating an etch cowdancer fails. I am not too sure if the error is because
of util-linux failing installation or if it is in cdebootstrap.
$ sudo cowbuilder --create --distribution etch

Turns out that the --debian-etch-workaround option to cowbuilder fixes
this. Hence closing this bug.
