That's a little vague where on "web" does it say that?
In any event, the python wrapping is in module InsightToolkit. Please
install package insighttoolkit3-examples and look for the python
examples such as
/usr/share/doc/insighttoolkit3-examples/examples/Filtering/CastImageFilter.py
