Neither bluez-utils, nor the bluetooth package actually include the
plugin libraries that are created when the package is built.
I assume that debian/bluez-utils.install just needs a line saying
"debian/tmp/usr/lib/bluetooth/plugins/*.so"
(also, upstream has a new version which fixes some quirks with the
plugin system)
