Justification: renders package unusable

After upgrading my Zabbix 1.4.6 installation from Lenny to Zabbix 1.6
from Sid Zabbix does not work anymore, complaining about "unknown column
'g.gui_access'" and "unknown column 'g.users_status'". Clearly, upgrading
Zabbix also involves upgrading the MySQL (or PostgreSQL?) tables, which
is not automagically done by installing the new package from unstable.

This is not a very big deal if the SQL upgrade scripts were provided
somewhere in /usr/share. Those scripts exist in the
'upgrades/dbpatches/1.6' directory of the sources, but are not inside
the Debian package.

looking at our README.Debian, its already documented:

 Zabbix Database
 ----------------

 The debian Packages use dbconfig-common in order to setup the Database. If
 you have chosen to not setup your Database using dbconfig-common, the Package
 ships all needed SQL Files in /usr/share/zabbix-server/.

 SQL Files for upgrades from previous versions can be found in: 

   /usr/share/dbconfig-common/data/zabbix-server-mysql/upgrade/mysql/<version>
