Hi,

I think pbzip2's behavior of refusing to compress zero-size files is
surprising and wrong. Also it's not documented.

bzip2 in general is used in quite a lot of automated settings where
you just expect to end up with a .bz2 file. Although pbzip2 is not
quite a drop-in replacement yet (for example it doesn't work as a
filter like bzip2 and gzip), I still think the least surprising thing
to do with zero-size files would be to compress them like bzip2.
