Hi!
In a case when /usr is lost but /var/state has been preserved, I feel
that all information needed to rebuild /usr is available. There should
be an option for dpkg to re-install all packages that are known to be
installed on this system.

apt supports this now via --reinstall, and aptitude via the reinstall
command. Thus closing this ooold bug report.
