that's a non-bug which has been reported already as #487926.
the explanation: this messages is caused by the "compat hacks" file,
which says

and the code in question is inactive in newer emacsen. nothing to worry
about.
i'll have a look at cutting out the relevant code (19.28 hasn't been part
of debian for ages).
