To prepare a possible switch to the new source package format "3.0
(quilt)" [1], I converted all source packages and rebuilt the packages
afterwards to see what breaks, and linesrv does break. To reproduce the
problem you can do this:
$ apt-get source linesrv
$ sed -i -e '/^Source:/ aFormat: 3.0 (quilt)' linesrv-2.1.21/debian/control
$ dpkg-source -b linesrv-2.1.21
$ dpkg-source -x linesrv_2.1.21-4.3.dsc
$ cd linesrv-2.1.21 && debuild -us -uc
In this process, if the .diff.gz contains changes to upstream files,
dpkg-source will have created a corresponding patch in
debian/patches/debian-changes-2.1.21-4.3 and will have registered that
patch in a quilt series (debian/patches/series, it is created if needed).
All the patches listed in the "series" file are applied directly during
the extraction (dpkg-source -x). quilt itself is used if available (and
will thus lead to the creation of the .pc directory), otherwise
dpkg-source applies the patches by itself. For more information about the
new source package format see the manual page dpkg-source(1).
In the case of linesrv, the patch system employed considers all files in
debian/patches/ to be patches (even the "series" file or the
".dpkg-source-applied" stamp file created by dpkg-source -x on a 3.0
(quilt) source package).
I suggest switching to a more common patch system like quilt (you can rely
on /usr/share/quilt/quilt.make to get proper rules for debian/rules). Not
that any other patch system would do as well if they use an explicit
list (like dpatch/quilt) or only consider files with a .diff or .patch extension
(like simple-patchsys from CDBS).

experimental, so I am now closing the bugs that were still opened
against it.
