The Vim package is not a dumping ground to add new scripts. The easiest
way for new scripts to make into the Vim package is to convince the
upstream maintainer to push the script into the main Vim distribution
and maintain it there. That is far easier than putting extra work on
the maintenance of the Vim package by having to poll random sites for
new versions of runtime scripts.
FWIW, though, this script is in the vim-scripts package (although this
package is frequently out-dated for the exact reason specified in the
last paragraph).
