My locale are correctly set to fr_FR, straw has got some localization
for my locale(checked in source package), but none are loaded.
Only GNOME default localizations (like About-->A propos, or
File-->Fichier) are loaded.
I Could do more test if you like.

I've tested straw with fr_FR and messages are correctly localized (not only the
GNOME ones).
By the way :
Though the po file shows translated strings, I guess it is not up to date
with the template.pot (that I cannot found).
The git repository shows many updates on fr.po since 2004, not
integrated to staw 0.27-0.1 :
