Recently when doing an apt-get update, the package suphp was installed.
After doing that phpbb2 no longer starts, claiming the phpbb2 directory
is outside my docroot, which it is, and must remain so.
The fix was to disable suphp.

The phpbb2 package has been removed from Debian testing, unstable and
experimental, so I am now closing the bugs that were still opened
against it.
