I just noticed that the libpcsclite1 package does not contain
/usr/lib/libpcsclite.so
but libpcsclite-dev does include it.
Just wondering if this is intended.

Yes, it is.
If your program needs libpcsclite.so (and not libpcsclite.so.1) during
exection it is a bug in your program.
libpcsclite.so.1 provides a stable ABI (application binary interface)
libpcsclite.so does not
