I tried piuparts and pstree shows it does
piuparts /usr/sbin/piuparts /var/cache/apt/archives/beep_1.2.2-22_i386.deb

But I then say to myself "Oy vey, why does piuparts insist on going to
the network to get millions of bytes, when all the information it
needs is already on my computer, in /var/lib/apt/lists etc. Isn't
there a way to use piuparts offline?"
Therefore it seems the man page could use a new section, "Offline use".

See the manpage for the -m option to set whatever mirror you have
locally.
