The language import utility does not work properly. After trying to install
some language packages they dont appear in any of the columns (installed and
available packs).

The directory has the correct permissions and the php files are in its place.

After choosing a pack and install it, Moodle shows and OK message, but the
language is not available through the site.

Moodle 1.8 should allow you to install third-party language packs.

Please reopen this bug if it still doesn't work for you.
